Engineering Department

The Engineering Department of the Water Division is responsible for the review and approval of all development plans related to water and sewer line extensions, maintenance of water and sewer system mapping, locating sewer and water connections, inspection of all water and sewer lines construction except individual service connections, and providing engineering assistance to all Water Division Departments. Water Line Extensions
Cleveland Utilities is responsible to provide water service to all properties within the City Limits. Areas recently annexed by the City will be served based on the City’s Plan of Service. A property owner or developer is responsible for all expenses for water line extensions for a property being subdivided or developed.

Water line extensions outside the City Limits will be done in accordance with the Water Line Extension Guidelines. Applications must be made using the Water Line Extension Application.

Sewer Line Extensions
Cleveland Utilities is responsible for providing sewer service to all properties within the City Limits. Areas recently annexed by the City will be served based on the City’s Plan of Service. A property owner or developer is responsible for all expenses for sewer line extensions for a property being subdivided or developed.

Sewer line extension outside the City Limits will be considered on a case-by-case basis. All costs for sewer line extension outside the City Limits will be borne by the customer. Contact the Water Division Engineering Department for information regarding sewer line extension outside the City Limits.

Proposed Developments
All developments must meet the requirements as outlined in the Development Agreement. This Agreement must be executed prior to any work being performed on a project by Cleveland Utilities Water Division. Any questions regarding developments can be directed to Brian Sells at 423-478-9372.

Contractors
All contractors performing work for the Water Division of Cleveland Utilities must be approved prior to performing any construction. This approval relates to work done on the existing water system and/or the sanitary sewer system or any extension of these systems which Cleveland Utilities will operate and maintain.

In order to be considered for approval, contractors must complete the Contractors Statement of Qualifications and submit the supporting documentation.
