Schedule of Rules & Regulations The Engineering Department of the Water Division plays a key role in the water distribution and sewer collection systems of Cleveland Utilities. Management, construction supervision, technical assistance and design are regular activities of the department as well as subdivision plat reviewing and developing ‘in house’ work orders.Customers and developers are encouraged to call the office concerning land development, sewer stub locations and other water/sewer related inquiries from 8:00 a.m. to 5:00 p.m. Eastern Time. Water & Sewer Extension Policy Cleveland Utilities’ policy or practice for water and sewer extensions follows:Inside the City of Cleveland it is Cleveland Utilities’ policy to provide water service to all existing property. If the property has recently been annexed and does not have water we generally have eight years to make water available to the property. If the property is being subdivided or developed internally then the developer must pay all expense for extensions within the property.Outside the city it is our policy to pay one-half the cost of the waterline extension with the customer providing the other half. Construction outside the City of Cleveland shall apply only to extensions of six-inch diameter or larger. Line extension of less than six-inch diameter will be allowed only where sound engineering judgment justifies the smaller diameter. In these cases the full cost of construction of the water extension shall be borne by the customer/developer. This policy also applies to recently annexed areas if the customers wish to receive service before the annexation plan of services. The policy of shared cost applies only to waterline extension along approved county roads, and expressly does not apply to waterline extension within private development projects.Sewer service is provided to all existing property within the city. If the property has recently been annexed we generally have eight years to provide service. When the property is being subdivided or developed internally the developer must pay all expense for extensions within the property. Random sewer extension in newly annexed areas is generally discouraged in order to comply with the plan of services due to the expense of installing sewers.Sewer extensions outside the city are considered on a case by case basic and when approved must be furnished at the expense of the customer. |
