What is Pay By Phone?
You can make a one time payment by check or credit card over the phone by using Hewlett Packard Convenience Pay®.  Hewlett Packard Convenience Pay® charges a $3.95 credit/debit card and $2.35 check convenience fee for using this service.   Call 1-866-594-5715 to pay by phone.

  -->  It is safe.  You give out no more information than you do every time you use a regular paper check or use your credit
        or debit card.
  -->  This service is available 24 hours a day.
  -->  You have flexibility.  You may pay by check or with a Visa / MasterCard / Discover (debit/credit) card.
  -->  Payments are applied to your Cleveland Utilities account based on the posting timeframes below.

How to Get Started
  -->  Call 1-866-594-5715 to pay by phone.
  -->  Have you 12 digit Cleveland Utilities account number ready.
  -->  To pay by check, provide your checking account number; bank routing number; and name on account.
  -->  To pay by credit/debit card, you'll need to provide your credit/debit account number; expiration date; and billing zip code.

Payment posting timeframes  
If you make your payment: Your payment will post to your account on:
before 3:00 p.m. ET, Monday - Friday The same day
after 3:00 p.m. ET, Sunday - Thursday The next day
after 3:00 p.m. ET, Friday-Sunday The following Monday
Online payments are not processed on the following holidays:  New Year's Day; Martin Luther King Day; Presidents' Day; Good Friday; Memorial Day; Independence Day; Labor Day; Veterans Day; Thanksgiving; Friday after Thanksgiving; Christmas Eve; Christmas Day; and New Year's Eve.  Other holidays or times are subject to non processing and will be posted 1 week in advance on our website.

Disclaimer:  All payments received through our automated pay by phone system will be posted according to the timeframes listed above.  A confirmation number will be given at the end of the phone call.  Payments will not be processed if you do not confirm the entered amount.  A service charge of $25.00 will be charged for all returned checks.  If you do not receive a confirmation number please contact our support prior to making another payment.  Please note that some banks will hold funds for a period up to 10 days if you attempt to make duplicate payments.   Cleveland Utilities reserves the right to discontinue this service at anytime or to anyone who does not follow the terms and conditions of this website or attempts to make payment with a check from a bank account with insufficient funds.  Customers requesting a credit to their account or refund after payment is made using this service may incur additional fees by the processing company.  All refund requests cannot be processed until the check clears through the banking institution (or 10 business days).  By using this service you agree to this disclaimer and terms and conditions of this site.  If you do not agree to these terms and conditions, do not use this service.
