New Home Programs & RebatesEnergy Efficient Home Rebates H.E.R.S. is the nationally recognized Home Energy Rating System computer program used to determine the energy efficiency of a home. Homes receiving an 83 point rating can be eligible for a $300 rebate. Multi family dwellings receiving an 83 point rating or above can be eligible for $100. Savings are based on building a house all-electric with higher insulation values verses a standard house or using an alternative heating source.
